To claim someone as a dependent on a US tax return they must have a Social Security number or an ITIN issued by the IRS.
The required SSN is one that is valid for employment and is issued before the due date of your 2020 return (including extensions).
You can file an extension before 05/17. The extension for filing will give you until October 15, 2021 to file the 2020 tax return.

Yes for the CTC and ACTC, the requirement is still in effect to have a SSN that is valid for employment issued before the due date of the 2020 return (including extensions).
