Yes. If your return was rejected the IRS did not process the return or your payment information. You can submit a check with your mailed return (see this link for instructions: https://www.irs.gov/payments/pay-by-check-or-money-order) or pay your tax owed electronically on the IRS website: https://www.irs.gov/payments
