Schedule M15 is a Minnesota tax form used to calculate penalties for underpaying estimated income tax for individuals (Form M1), while IRS Form 2210 is its federal equivalent. 

 

You must file Schedule M15 if you did not pay enough estimated tax throughout the year or did not meet exceptions, such as paying 90% of your current year’s tax or 100% of the previous year’s tax.

 

TurboTax generally supports Minnesota Form M15 (Underpayment of Estimated Income Tax) for e-filing. See here for the list of available forms. However, if the form requires complex calculations, such as the Annualized Income Installment Worksheet, you may need to print and mail your Minnesota return.

 

To e-file your federal return and mail your state return in TurboTax, proceed to the "File" section, select "E-file" for federal, and choose "File by Mail" for the state return, or choose "I'm not ready to file" to skip it.

I have a similar situation, however my federal return does NOT contain the S2210 and I am NOT using the "Annualized Income" method on the MN M15 form - the "Regular Method" is being used.  TT still is refusing to allow eFile for the MN return and stating that S2210 is in the return.  How do I "convince" TT that S2210 is not in the Federal return and is not being used by M15 in the MN return so it CAN eFile the MN return?  It seems like there is some internal calculation switch that got flipped for some reason and I need to find a way to flip it back.

I did a mock return with a large Minnesota underpayment and even annualized the income in Minnesota to see if that would reduce the penalty, however, no Form S2210 ever showed up in the list of Forms.  I did get a Form M15 that was used for the annualized income method of reducing the penalty.  I even did a search in the TurboTax program and also using Google and did not find a Form S2210 for either of the searches.

 

Since that form wouldn't be needed for the Minnesota return, you can try go to the list of Forms to search for it and delete it.  To do this in TurboTax desktop, click on Forms on the right in the blue banner.  Search for the Form in the list of forms.  If you find it, click on it to highlight it.  Then at the bottom of the screen, click Delete Form, then click Yes on the pop-up to confirm deletion.

 

If you are using TurboTax Online, follow these steps

 

  1. Click Tax Tools, then Tools right below that.
  2. On the Tools Center window that pops up, click Delete a Form.
  3. Locate the form you want to delete, then click the trashcan icon to the right of it to delete the form.  Click Yes, delete on the pop up to confirm deletion.  Click Continue to return to tax prep.

If the form isn't found or you are unable to delete it, it may be best to go back and delete the MN return and start over.  In TurboTax Desktop, click on the State Taxes tab, then Continue.  Click File, then select Remove a state return.  From the pop-up window, highlight the Minnesota return, then click Remove, then Yes to confirm deletion.  Then go back and restart your MN return by clicking on Edit to the right of the return.

 

In TurboTax online:

 

  1. Click on State on the left side menu, then Go to state return at the bottom right.
  2. Click the trashcan icon to the right of the Minnesota return, then click Delete on the pop-up to confirm deletion.
  3. Click +Add another State and select Minnesota and then proceed with entering it once again.

Thanks for your reply and for all the work that went into it.  But since you were using bogus numbers on a bogus return, did you actually go all the way through to the final check before e-filing?  That is where things stop and TT complains about the S2210.

 

I am using the Desktop version of TT and had attempted all of the troubleshooting steps that you suggest - most of them multiple times including deleting the state and re-adding again.  Nothing worked.  And no, there was NO S2210 in the Federal return either.

 

I did not attempt to annualize income on the M15 which WOULD have required TT to use some calculations from the S2210 - even though the S2210 was not present in the Federal return.  The MN instructions for the M15 actually state this. 

 

What actually happened is that TT completed only part of the "Regular Method" on form M15 and added an additional table that it used to calculate the penalty.  This table appears nowhere in either the M15 or the S2210 so I have no idea where TT gets it from.  But I believe that it is this ad hoc table that was actually preventing e-file of the MN return and not some ethereal S2210.

 

I used chatgpt to research this issue and it apparently is a known issue - others have struggled with it in past years.  I do returns for several elderly relatives who simply prefer to avoid the hassle of quarterly estimated taxes and don't mind the small penalty at tax time. This is the first time in dozens of returns over the years that I have run into this issue.  The solution, of course, was to paper file the MN return, which I have done. But there's a bug in the program somewhere...
