It is possible that you owed IRS and they took your refund to offset the debt and back taxes. I will suggest you contact the Treasury Offset Program at 800-304-3107 to find out if your refund was reduced because of an offset. If this does not apply to you or you feel refund was reduced in error, call the IRS Taxpayer Advocate Service at 1-877-777-4778. The service is free.
Here are the possible reasons when the offset is taken:
· Past due child support;
· Debts owed to a federal agency;
· Unemployment debts owed to the state;
· Past due federal student loans;
· Unpaid state income tax.

It is also possible that your state reduced your refund for debts owed in your state—if the state reduced your state refund you will receive a letter from the state.
