My refund was about 1500 but I owe the IRS about 1,000 dollars…will that amount be taken/subtracted from what I owe ?

If you have unpaid federal taxes the IRS can seize your tax refund for the taxes owed along with penalties and interest.

Yes.  Even with a payment plan any federal tax refund you have can be used to satisfy the debt.
