My parents have not had to pay taxes to federal or state in the last 22 years. do they still need to file every year?

The requirements for whether income tax returns are required to be filed is based on income.  In addition, if your parents had any taxes withheld from any of their earnings, they may want to file to see if a refund is due to them.
