So basically In 2018 my parent claimed me as a dependent in the year of 2018 but hasn't filed for 2019 yet. Will the IRS go off of that dependency of 2018 or will I be eligible to receive my stimulus payment because I filed in 2019? Help.

Yes the IRS will go based off your 2018 refund information.
The IRS is basing stimulus payments off of 2019 tax returns. If a return has not yet been filed, the IRS will defer to 2018 returns. You can find more information in the link below:
