My niece who I have legal guardianship of while waiting for adoption to be complete was born in July 2016, why don't I qualify as she has been in my care since birth?

I have legal custody of my niece who we are awaiting a court date to complete the adoption. She was born July 2016, but according to the website I don't qualify for any child credits or extra earned income credits either. Why is this?

When you are claiming a dependent who was born during the tax year, you must indicate that they lived with you the whole year.  Please review your entries for the dependent in the Personal Info section.
