My kids were born in 2015 and 2017. Should I have received the $4,000 Child and Other Dependent Tax Credits in 2017, like I'm getting in 2018?

The child tax credit in 2017 was only $1000 for each child under the age of 17. You should have received it for both children if you had enough taxable income for the credits to offset. For the child born in 2017, you had to indicate that the child lived with you the whole year in order to claim the child as your dependent if the child was born in the last half of 2017.
