My kids were adopted by my husband & they all changed there last names. What do I need to do to inform the IRS? We already have birth certificates with correct names.

Have you notified the Social Security Administration (SSA)? The IRS gets their information from SSA so there is no need to notify the IRS separately.
Try to e-file your return and see if it goes through. If the return is rejected because of a name/SSN mismatch, the SSA has not yet updated their records. If this is the case, you won’t be able to e-file the return, but you can print it out and mail it in.
For more information on changing a name with the SSA, please go to the SSA website by clicking on this link: How do I change or correct my name on my Social Security number card?
