did you look at his death certificate? it may be on there.  Otherwise, try contacting the Social Security Adm.   The IRS won't release it and neither will his employer if he was employed.

It may also be on prior returns, insurance applications/documents, bank account or credit card applications/documents, mortgage applications, Veterans paperwork, etc.

whoever is the executor or administrator will have the SSN and file the tax return. It is on the death certificate.
