My husband has never worked and therefore has no tax history so why does my refund keep getting rejected?

I presented all my tax history as I've been solely using turbo tax for the past 3 years or so

What "specifically" and "explicitly" is the issue? Refunds don't get rejected. Only tax returns get rejected. So I assume you are attempting to e-file your 2018 tax return and the IRS rejects it. What is the specific rejection message or reason provided to you?

Does it want his 2017 AGI?  If you filed a Joint return last year then you enter the same AGI for each of you.

Yes its the "return" that's getting rejected
And this is our first time filing jointly so do I just put my AGI for his as he doesnt have any work history what-so-ever?

If you two did NOT file a joint return for 2017, and  your husband did *NOT* file a tax return for tax year 2017, then the 2017 AGI for your husband (not for you) is zero.

No.  You put his AGI or 0 if he didn't file a return last year.

Or is your AGI the one getting rejected?  See the FAQ above.  Try using 0 for yours too.

Sorry I don't know all the questions at the end.  Isn't there a choice for not filed a return?  Like on the screen before?
