My husband died in 2016. The state 1099G is in his name only for 2017. Do I report this as income this year if I am filing single?

If you jointly filed last year and you itemized deductions then you should include the state refund on your tax return even if filing single. If you did NOT itemize deductions last year you can ignore it.
