To clarify, what is the reason your employer won't issue a W-2?

He just won’t respond to my phone calls or text. Other employees have received there W2 thru ADP but I can not log into ADP and I contacted them they told to reach out to my employer and he just does not respond. The one time he did respond he lied and told me my new employer that replaced him will give me my W2 but they are a different company I asked them and I was told that was not true I worked for him , his business , he took out taxes it’s responsibility to give me my W2 , I have not been able to get a response from him since
Two options:
Send an email or physical letter to your former employer, asking for your W-2. Point out that if you are not sent your W-2, then the IRS will contact him/her to ask why not. That puts the employer on the IRS's radar, which is something most people want to avoid.
