I signed a form stating I will be the one financially responsible for him, he has no ssn yet, new to the U.S., does he count as a dependent on my W-4?

In order to claim him as a dependent he would need to live with you for the entire year.  He will need an ITIN or SSN to be claimed for the $500 Non Refundable Other Dependent Credit. 

 

However, if you get married this year, he would not be considered a dependent at all.  Your filing status would be Married Filing Jointly or Married filing separately. He will need a SSN or ITIN to file. It will be easiest to file if he gets a SSN before next years time to file if you are married.

At best, if your fiance lives with you for the ENTIRE year in 2023, you could possibly get a $500 credit for other dependents for claiming him.  And that would be if he lives with you for all of the tax year and has less than $4400 of income of his own.   In order to claim him on your tax return next year he would need either a SSN or ITIN.   There is a place on the W-4 where you can say you will have an "other" dependent and that may affect your take home pay a little tiny bit.
