My federal tax return was excepted on February 4th and I owe 174.00 but that amount has never been taken from my account. What do I do to pay that money?

Since it has been more than 10 days since the IRS accepted your return and they haven't debited your account, you should call IRS e-file Payment Services at 1-888-353-4537. You can see if you opted to pay by direct debit. (It may be that they are expecting you to pay by check, in which case they will tell you where to send it.)
