You must be looking at the summary that shows the difference between the tax due and the refund you are getting. It is not possible to pay your federal tax due from your state refund. You have to pay the IRS yourself--using one of several options. Your state refund will come independently to the refund method you choose.
If you have federal tax due you can pay by mailing your payment with the 1040V voucher, (which has the address printed on it, having the payment taken out of a designated bank account, or you can pay directly on the IRS website.

No, the summary screen just adds it all together so you know the total outcome. The amount due will show on your refund meter and on your 1040 line 37.
Be sure to view your forms before filing. To see your forms:
HELLO Line 37 is black on my 1040.
Line 37 is for amount you owe. If it is blacked out, you should have a refund on line 34.
If this is not the case and you do not have a refund, please contact support.
The summary screen will add all of your federal and state tax refunds and subtract any balance due.
