My federal return was accepted January 14, 2019. But when I check the Where’s my refund app it’s says no information can be provided at this time if you filed a complete and accurate return

The IRS expects to issue refunds with in 21 days? But when will the usual status bars (accepted,approved,sent) show? Also, how long after returns are accepted ante the approved?
