"WHICH State"
Some states are not allowing e-files yet.
Although you can e-file your federal and state taxes together, if you choose to e-file your federal first, you'll have to wait until that return has been accepted before you can e-file your state.
Once your federal return has been accepted you should be able to e-file your state return.
To e-file your return:

My federal return was already accepted and my NC state one still just says started and I've gone in like 5 different times to try a file it and it just takes me back to the start page again saying it's only been started. Everything is filled out. I've never had an issue doing it before so I'm stumped.
The NC DOR stopped al NC submissions until they get some late-legislation calculations done and installed in their computer systems. Thus, no one is allowed to file their NC tax returns yet.
Come back after 17 February to try to efile it again at that time (BUT, their start date "could" change if their changes become more difficult than expected). You should run thru yoru entire NC tax return again at that time, just in case their changed affect your NC tax file entries.
