My federal return is by mail and state is e file and when I hit continue it takes me back to state ID

Unless you e-file your federal return and it is accepted, you cannot e-file your state return.  If you file your federal return by mail, then you also need to print, sign, and mail in your state return.

When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s.  Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS received the return.
