My family moved to USA in Aug 2017 and from first day we all had health insurance. In my tax filing, can I say we all had health insurance for complete 2017?

No. Follow the questions and chose the months you did and did not have insurance.
Chose the box you were not a US citizen and you will be taken to the section that asks which months you were not a citizen. Check the months you were not a citizen yet.
The penalty will be waived for those months.
