You can use the federal ID number that is listed in box "b" if there is not a state ID number listed on your W2 in box "15".
Then run the Review again for errors.

I tried this but it was rejected by federal and state. I already paid the $27 to file electronically with the state so to mail in feels like I am throwing my money away

You may still be able to fix your return and file it electronically.
Sign in to your TurboTax account.  You will see a button that says Fix my return.
Once you select that, the program will walk you through the steps or information needing to be corrected to fix your return.
