Yes, she can file a tax return and seek a refund of tax withheld from boxes 2 and 17 of her W-2.  She will not get back anything withheld for Social Security or Medicare.   

 

The big question is----was she a full-time student in 2023?   If so, she can still be claimed as a dependent on your tax return, and must say on her own return that someone else can claim her.  This will have no effect on the amount of her refund.

 

If she was not a full-time student in 2023, then she cannot be claimed as anyone else's dependent.

If your daughter's W-2 showed federal taxes withheld in Box 2, the ONLY way for her to receive a refund is to file a tax return - even if she is not required to do so.

Was she a full time student?  When did she turn 19?  If she wasn't a student you might not be able to claim her as a dependent be because she had over 4,700 income.
