Sign his name and then your name as representative.
You should sign your name and include your title such as "personal representative" or "court-appointed representative").
If no personal representative has been appointed, sign as the "person in charge of the decedent's property".
You can use IRS Form 1310 in TurboTax to claim any refund. If you are not a court-appointed representative, you may need to submit Form 1310. TurboTax will prepare this for you. You would use Form 1310 to claim a refund on behalf of a deceased taxpayer.
This form can can be filed electronically along with your Mom's final return in TurboTax.
If you are e-filing his tax return, you will follow the prompts for the "Personal Representative". If you are mailing his tax return, you will sign your name and write "Deceased" next to the decedent's name, along with your name and "Personal Representative."
Many (but not all) states allow decedent tax returns to be e-filed as well. TurboTax will let you know when you get ready to e-file his state return.
