My dad can claim me on his tax return but he is not doing so. Should I still answer yes to: Another taxpayer can claim me as a dependent on their tax return?

Yes.  The rule is if you CAN be claimed you are supposed to say you can be claimed----even if the person who can claim you as a dependent does not do so.

Answer "yes" if your father can claim you as a dependent even if he isn't going to claim you on his tax return.

Unfortunately, the parent has a choice, and the child/student does not.

If someone else qualifies to claim you as a dependent on their tax return, it does not matter if they actually claim you or not. You are still required to indicate that you "CAN" be claimed on another tax return.
