IF you mean to just pay for the software..yes you could do that now
BUT (maybe not fully understanding what you asked)
You can NEVER have a Federal refund auto-directed to pay state taxes owe.
Even if you are allowed to e-file Federal by itself now, You are FAR better off waiting until after 29 February to file, then file both together. IF you owe CT for some taxes, you have to pay them entirely separately form whether you are getting a Federal refund...or not.
Why wait?....we see way too many people begging in here to change their already-filed tax returns, when they get an unexpected.......or forgotten, W-2, or 1099-DIV, -INT, -MISC...etc etc.....and then they have to wait a month to go thru the often confusing Amendment process...Just WAIT until February to file !!
My answer was based on the question of "paying the fed & state TT fees from the federal refund" not paying the state balance due.
Yeah, I can see it wasn't quite clear to me. Added some stuff to my response.
