You paid to prepare your return. Turbotax can't guarantee that it will be accepted, because rejections come from the IRS for various reasons. If you can correct the problem, you can transmit your return again, you will not be charged again. Or, you can print and mail your return (and your state return if necessary). You still received the prepared return you paid for.
I believe you meant you were charged for the TurboTax account fees that you owed for using the TurboTax software assisting you in completing your tax return.
If a tax return is rejected and e-filed again after correcting, there is no additional charges if you did not upgrade to a higher online edition of TurboTax before filing.
