Yes, even though your boyfriend is currently paying child support, his refund will still be offset to go towards the back child support. 

He can contact the Bureau of the Fiscal Service (BFS) directly at (800) 304-3107 to find out if there is a pending offset of his refund and for how much. (This number is automated.)
