You cannot unless you saved the reject e-mail.
Rejects only apply to e-filed tax returns. 2017 can no longer be e-filed but can only be printed and mailed so the reason for the reject is probably immaterial. Just mail the return.
There is not a reason to "amend" a rejected tax return. Amending is a special process you only use for a return that has been fully processed by the IRS with a mistake or missing information. That is not your situation. Do not click on anything that says amend for your rejected 2017 return. The most common reason for rejection is incorrect AGI, which does not matter now, since you only needed it in order to e-file the return. A 2017 return cannot be e-filed. You have to print it, sign it and mail it.
In order to print the return you will still have to pay your TurboTax fees, if you did not pay them the first time you tried to file. Having the fees deducted from your refund is not an option when you have to mail the return. And if you do need to change anything on the return, you have to download the 2017 desktop software in order to do so.
If you already paid for your online software you can ask customer support for a download of the desktop software.

If you are getting a refund, there is no penalty for filing late. If you owe tax due, then file and pay the amount due as shown on the Form 1040, but expect a bill later from the IRS for the penalty and interest you will owe. Only the IRS will calculate this—TurboTax will not calculate it.
