My 2016 Colorado state tax was never filed. Can I do this though turbotax?

No, I actually used an accountant and she did not file them.

No you cannot use TurboTax to prepare a 2016 state return since you did not use TT to prepare your 2016 federal return. TurboTax cannot be used to prepare a "stand alone" state return. If you paid a tax preparer to prepare your 2016 return then that person should take care of your 2016 state return for you, even now. Or if you have a copy of the 2016 federal return--which you certainly should-- then get the form from the state and prepare the 2016 state return yourself by hand. You need the federal return in front of you to do it because you will need information from it.
