Yes, it will be a 1040EZ.

He is not required to file a tax return if he is a dependent and only has earned income less than $6,300 but if he had taxes withheld (Box 2 W2) and he files he will get a refund. If you are claiming him as a dependent, in Turbo Tax be sure to indicate that "someone else can claim him as a dependent" and "someone else will claim him' in the Personal Info section so the correct exemption is applied.
