My 1099-R on line 1 (gross distribution) and line 2a (taxable amount) have same figure but Turbo tax is not indicating that any tax is due

My 1099-R on line 1 (gross distribution) and line 2a (taxable amount) have same figure and 2 b (taxable amount not determined) is checked. Some tax was paid Box 4 (federal income tax withheld) but need to pay more. However Turbo Tax is NOT calculating any tax liability. In fact it is wanting to refund the amount of tax previously paid. I looked at last year's 1099-R form and same boxes were checked and it did correctly show my tax liability. Any advice?

I was finally able to resolve my issue - wow! once I put the total amount of all my IRAS (excluding roth) from 2025, it worked and it showed the amount i owe to the IRS. I wanted to come back to thank you for trying to help me.

What is the distribution code shown in Box 7 of your 1099-R?

 

This code is part of determining the tax treatment of a retirement plan distribution, so knowing the code will be helpful in figuring out why your 1099-R Box 2a amount is being treated as not taxable.

box 7 code is 7  and IRA/SEP/Simple checked

Box 7, Code 7 on Form 1099-R is a Normal Distribution, which means it is a distribution from a retirement plan to an individual who is age of 59½ or older, and the amount is not subject to a 10% early distribution penalty.

 

Following the 1099-R entry, the TurboTax interview has questions about the distribution. You may want to take a look at your answers to those questions again to make sure that they are correct. 

 

For example, if you rolled the money over into an IRA or other retirement account within 60 days of the distribution, that would not be a taxable event.

 

To get to the Form 1099-R entry and related questions in TurboTax Desktop, follow this path:

 

Personal Income>Retirement Income>IRA, 401(k), Pension Plan Withdrawals (1099-R)

Thank you for continuing to help me solve this.....so I actually have two 1099-R forms.

One 1099-R is due to a traditional IRA  to Roth conversion and yes I did answer all the questions it posed to me where I said all went to Roth,  and I also have another that was from the same traditional IRA withdrawal to my personal account and I also answered all questions. In both cases, Turbo tax says I owe nothing which is not the case. Please know that last year i had the same situation for the IRA to Roth and it did it fine and the input on the boxes were the same except the amount in line 1 and 2a. I am beginning to think there is a bug in the tax software.
