If you have an entry in box 14, this means that some tax was withheld; box 16 is the corresponding amount of the distribution to the state return that was reported in box 15.
TurboTax checks this (blank boxes) to ensure that there is not a typo or accidental mis-entry.
Generally, you can enter in box 16 the amount of the distribution in box 1.
A blank Box 16 (State distribution) on a 1099-R usually means no state income tax was withheld, you live in a state with no income tax, or the distribution was not taxable at the state level. Since TT requires a value, enter the BOX 1 (Gross Distribution or BOX 2a (Taxable Amount) into Box 16. No need to get an amended 1099-R.
If you believe the distribution is taxable to your state or state taxes were withheld for it you will have to read your state instructions and possibly contact the issuer of the 1099-R.
