Moved from CO to TX in '16. I've lived in TX all of '17. I still have my CO driver's license & I haven't registered to vote in TX. Do I need to file state tax for CO?

I consider myself a resident of TX ( I just haven't changed any of my information). I have an apartment and job here and have all of 2017. Do I need to file a state tax return for Colorado if I haven't lived there in a year?

Only if you worked in Colorado.  The fact that you haven't yet changed your license (although you should), does not make you a Colorado resident.  You live in Texas:  you are a Texas resident.  If all your work was in Texas, then you do not have a state tax return to file.
