What choices do I need to make to get the most money on my paycheck without owing taxes when filling? I am a state employee, divorced, head of household, with one child, who lives in Maryland.

There is a W-4 Calculator that walks you step by step through the worksheet that is a great starting point,

Once you complete the form, give it to your employer. Then, keep a close eye on your next few paychecks to see how the changes impacted your federal income tax withholding.
