Money was withdrawn from my account 2 days (Apr 13) before the date I wanted to pay the IRS (Apr 15). How can that transfer be canceled and the funds restored?

Unfortunately this is not something TurboTax controls.

You can call the IRS, but you are unlikely to be successful because it is the weekend and by the time the funds can be restored, it will be April 15. You will also face a long wait to speak with someone in these final days of tax season.
