When Turbotax tried repeatedly to transmit our tax to IRS & our state, we got "Your transmission didn't go through. Our records indicate that you are not entitled to e-file one or more formsets." What are formsets, & who is responsible to resolve the problem? This is a tech problem that Turbotax needs to correct in its software? Doesn't sound like something the customer can resolve. So - we have mailed our taxes using the Turbotax printouts, & stopped accessing the Turbotax software for this year.

In years past, this issue was caused by a mismatch in payments, that is, the taxpayer had paid for the federal return but not for the state return. But there was no error message for this when the taxpayer went to file both federal and state.
The solution was to delete the state and re-add it. The process of re-adding the state will cause TurboTax to ask for payment for the state so that when the taxpayer e-files, the formsets message does not appear and the e-file goes through.

I 'm the person who experienced the problem. The problem occurred after I had paid for the state (CO), and after I had checked the Turbotax federal return, & looked over the state return briefly [in whatever order that took place]. I printed both state & federal Turbotax forms & figured whatever the bug was that made the transmission unsuccessful, it was not due to a fault in the final tax forms, so I mailed the forms.
I suspect the problem was MY FAULT, caused by my going back to previous steps too many times, & not redoing the previous step completely - probably more times than any other customer, and that in doing so, Turbotax reset (cleared) the flag that indicated I had paid for the state tax. Sorry!
