No. Your personal phone is not a tax deduction. If you own a business and have a business phone, it could be a business deduction.

Sounds like they are asking for an Advance on their refund to pay the phone bill.

No you can't get a loan or Advance from Turbo Tax unless it was offered to you when you filed.
