Married filing jointly is our personal info summary. On our Pa state return, line 19a, why doesn't "02" appear after the 19a notation in the column of numbers?

UPDATED FOR TAX YEAR 2019
According to the filing instructions for the PA-40 the filing status on line 19a of form PA-40 is filled out only when PA Schedule SP (Special Tax Forgiveness) is part of the return.
