I typically get a significant amount of tax returns each year due to my large contributions to charity.
1) My financial advisor suggest I change my withholding so that I am not overpaying in taxes.
2) I got married in 2023, and will be planning to file 'married filing jointly'. My partner currently does not have any financial assets or liabilities or income.
3) I took out a mortgage and purchased a property in 2023.
I am not sure how to fill out the tax form for the NYS in order to adjust my tax withholding from my company. Please advise.

Congratulations on the wedding! And I would concur with your financial advisor, if you will be claiming Married Filing Joint and he has not income, this will put you in a lower tax bracket than Single.
So, yes you should complete a new withholding for Federal and State. You should be able to get the forms online from your employer or the HR department. You can also, go online , and I'll provide those links to get them. Once completed, they need to be turned into your employer.
