In the File section of the program are 3 Steps that have to be completed before you can file your tax return.

In Step 1 you review your order and select your payment option for paying any TurboTax account fees.  The option for payment is either by credit/debit card or paying with a federal tax refund.  Since you have federal taxes owed, the payment with the federal refund will not be an option.

In Step 2 you select the option on how to pay the federal taxes owed.  Either by check with a payment voucher, by direct debit from your bank account, by credit card or requesting an installment agreement with the IRS.

In Step 3 you select on how you want to file your tax return.  Either E-file or by Mail.  If you select E-file you must complete all of Step 3 to e-file the tax return by clicking on the large Orange button labeled "Transmit my returns now".

When e-filing a tax return there is no need to mail a copy of the W-2 since all the tax data from the W-2 is included with the electronically filed tax return.
