Looking for my prior taxes return via turbo tax desktop version since I have reinstalled my computer. I went to turbo tax website and select product and i saw the product includes TY2023 Turbox Tax Desktop Deluxe DIY Retail CMV, and there is a hypelink: Tax returns and documents. It kept leading to file with confident page.
I went to document and I cannot find any return files either. Need help on this
Note: I use e-file via desktop version for both federal and state tax.

Desktop version does not save your tax returns online. It only saves your tax returns on your computer. Its up to you to back them up and save them.
I don't know what method you used to reinstall your computer, but if it was from a backed-up disc image, it may have your 2023 program and tax files on it. But it won't if you installed everything like the OS and programs from scratch.
If you used desktop software in 2023 and do not have a backed up *.tax2023 data file or 2023 PDF due to reinstalling your computer, you can go to the IRS website and if you have (or can create) an IRS account, you can view/print/download your 2023 Federal tax return transcript for free.
If you want an actual copy of your 2023 return from the IRS, that costs $30 and can take "up to 75 days."
Can I call turbotax for the 2023 return record?

Sorry, but they don't do that. That's why it's so important for folks to back up copies of their tax data files and PDFs when using desktop software. TurboTax says in another answer which I've pasted below:
"Note: We can't retrieve tax returns that were prepared in TurboTax Desktop software because your data is stored locally on your computer's hard drive. This is the case even if you e-filed. E-filing doesn't create copies on our servers."
