Last year I got a State tax refund,this time it seems I owe taxes,did I miss something?

best option is to print out your state tax return before filing to see if you missed something, or mis-entered some value.

A state, like IL...might have increased taxes for 2017, and if you didn't change withholding to match, then refund-or-owe changes.
