I was married in 2017. Last year, I filed single & itemized. In 2017, I paid for 2016 state taxes due on my return.
My new spouse took the standard deduction and received a refund in 2017 for state taxes he overpaid in 2016.
This year, we plan to file a joint return and itemize expenses. I would normally take the $99 as a deduction, but don't know if I have to net his refund against it. (His refund was actually more than I paid.)
How do we report this? Do we itemize just my portion because I itemized last year? Do we net it and have to report it as income somewhere?

The state taxes paid and state refunds received will be entered in two different places in TurboTax. And, regarding itemized expenses, when you are filing jointly you are going to want to include expenses for both of you to include on your deductions. (But, it may be that your itemized expenses won't exceed the standard deduction for filing jointly (which is $12,700) and, in that case, you will be better off with the standard deduction.)
The state/local taxes paid are included in your itemized deductions and reported on Schedule A.
The state tax refund received will be included as income on your joint tax return.
TurboTax will walk you through where to enter these items. Just watch for the sections related to tax refunds received ("other common income" section in TurboTax) and for state taxes paid ("other income tax" section of TurboTax.) See sample screenshots for the section of entry in TurboTax.
