Kansas hasn't paid my return yet. Can you help me get it?

I owed money to the Federal IRS from 2013; my entire 2014 and 2015 Federal return went to that debt, and part of my Missouri 2015 return went to that debt; now I don't owe the IRS anything.

But, I have not received my 2015 Kansas return in the amount of $846. I saw in the news that Kansas borrowed a large sum.  Should I expect my return any time soon?
