Do I need to notify the IRS of changes or just not pay quarterly estimated taxes?

I have adjusted my wife and my witholding and increased 401k in order to minimize taxes due at year end.  Do I have to notify the IRS of changes or just not pay quarterly estimated taxes?

Just don't pay estimated taxes if you feel it's no longer necessary.  It's not necessary to inform the IRS.
