Your question makes no sense. The box 19 amount from your W-2 does not go anywhere on your Federal 1040. It goes on line 5 of federal schedule A, where it has been combined with state withholding.

No. TT will NOT use boxes 12a code D, 12b code DD, or box 14 to change box 19. TT will use box 19, exactly as you entered it. If you imported your W-2, go the the W-2 screen in TT and verify the entries.
