Its asking me about an overpayment for 2016. what does that mean?

am I being over paid for my state taxes now? im very confused.

Your overpayment on your state tax return is your refund. You may be seeing a question that asks if you want to apply your overpayment to your next years (2016) taxes. You want to say that you do not want to do that so that you will receive your full state tax refund this year.
