It tells me that my la state tax return is incomplete but every time I hit the continue button it just sends me to my federal tax return. Why is that?

This is most likely because the state forms are not yet ready for filing. 

Please check out the table below for an estimated date of when they should be ready.  You'll have to come back at that time and go through the filing steps again.

Print Only Date means the form or schedule cannot be e-filed. Forms and schedules missing from the table are not supported in TurboTax.
