It states that I cannot file my state taxes with first filling out a federal 6251.. Where do I get that form?

You can add Form 6251- Alternative Minimum Tax-Individuals, by switching to the Forms view (Ctrl+2), clicking on Open Form and typing "6251" into the search. Double-click on the "Form 6251 Worksheet to enter information on the form.
